Does the pitch change with the speed?+

Yes. This tool uses simple resampling, so 2× speed sounds an octave higher (chipmunk effect). For pitch-preserved time-stretching you'd need a DAW.

What speeds work best for transcribing?+

0.5× to 0.75× makes fast speech much easier to follow without making it too slurred to understand.
