Is this secure?+
Not at all. There are only 25 possible shifts, so anyone can brute-force it in seconds. Caesar ciphers are for puzzles and learning, not real privacy.
Why is shift 13 special?+
Shift 13 is ROT13. With 26 letters in the alphabet, shifting twice gets you back to the original. It's its own inverse.
