Most rugs in the US come in standard sizes (3×5, 5×8, 8×10, 9×12). Going too small is the most common mistake. The rule for living rooms: rug extends at least under the front legs of every major piece. Dining rugs need 2 ft on every side so chairs don't catch the edge.

In a living room, ideally yes for a unified look. The minimum is the front legs of every major seat on the rug. Floating the rug between furniture (everything off it) reads as too small.
