Signal strength is in dBm (decibels above 1 milliwatt). It's negative because Wi-Fi and cellular signals are very small. -50 dBm is strong, -80 dBm is weak. Each 3 dB drop halves the signal power.

iPhone: Field Test Mode (dial *3001#12345#*). Android: Settings → About phone → SIM status → Signal strength. Both report in dBm.
