The official US/Canadian wind chill formula (2001 update). Wind speeds up heat loss from exposed skin. At 30F with 30 mph wind, it feels like 15F. The formula only works above 4 mph and below 50F.

Why does it feel colder with wind?+

Skin warms a thin layer of air around it. Wind blows that warm layer away, so heat keeps leaving. The colder and windier, the bigger the effect.

What about heat index?+

Different formula, opposite effect. Heat index is how hot it feels with humidity. Use that for summer, wind chill for winter.
